Play 'Allure of Darkness' to strengthen your current hand, but, be careful not to suicide your whole hand.
There are two strategies to pursue, depending on the cards you have. The first strategic aim is to access 'Red-Eyes Dark Dragoon' though 'Red-Eyes Fusion'. All other times, the strategic priority is to Summon/Special Summon as many monsters to the field as possible, in order to access XYZ and Link monsters in the Extra Deck relevant to the situation. There are strict conditions imposed by 'Red-Eyes Fusion' on the turn it's played, and the player must strategize around this limitation to utilize the rhythm and speed of the deck effectively.
Use 'Red-Eyes Insight' to search 'Red-Eyes Fusion'. Another way of searching 'Red-Eyes Fusion' is to activate the Graveyard Effect of 'Red-Eyes Black Meteor Dragon', however, you cannot activate this effect on the same turn it was sent to the Graveyard, so this play requires some setup. Another method of searching 'Red-Eyes Fusion' is to bring 'Black Metal Dragon' onto the field, then use him to Link Summon 'Striker Dragon'. This will trigger the effect of 'Black Metal Dragon' allowing the player to search 'Red-Eyes Fusion'. You can also use this method to search and then summon 'Red-Eyes Darkness Metal Dragon' by Banish Tributing 'Striker Dragon'.
For a secondary target for 'Red-Eyes Insight' search 'Return of the Red-Eyes' which helps flood the field with monsters. 'Return of the Red-Eyes' synergises extremely well with 'Piercing the Darkness' enabling the player to draw a card when they Summon a Normal Monster once per turn. For example: On your turn 'Return of the Red-Eyes' activates and Summons a Normal Monster from the Graveyard to the field, which triggers 'Piercing the Darkness' allowing you to draw a card. At the start of the opponent's turn, the process repeats.
When paying the discard cost for activating 'Red-Eyes Insight' or 'Red Eyes Black Meteor Dragon', aim to discard two copies of 'Red-Eyes Black Dragon' from the deck. Always leave at least one copy of 'Red-Eyes Black Dragon' in deck or hand to access a Fusion Summon through 'Red-Eyes Fusion'. You can use 'Return of the Red-Eyes' to bring any Normal Monster from the Graveyard back to the field.
If going for the Fusion Summon, a major weakness to beware is that 'Ash Blossom' can negate 'Red-Eyes Fusion' with a deadly lingering-effect. Since the effect of 'Red-Eyes Fusion' would be negated, and not the activation, the summoning restriction effect of 'Red-Eyes Fusion' still resolves, thus the player cannot summon anything else that turn. You can counter 'Ash Blossom' with 'Called by the Grave' should you be fortunate enough to have it in hand.
Fusions Monsters in the Extra Deck can also be accessed through 'Necro Fusion', but requires a bit of foresight, fortune and setup to get the intended monsters into the Graveyard first.
'Red-Eyes Soul' is an excellent hand/field-trap that allows the player to Special Summon a Red-Eyes monster (except itself) from the deck or hand. The effect is easy to trigger, only requiring your opponent Special Summon a monster. Summoning 'Red-Eyes Darkness Metal' using this method is a priority. 'Red-Eyes Darkness Metal' helps to flood the field during your main phase by Special Summoning one Dragon monster from the hand or Graveyard. 'Noctovision Dragon' chains nicely to the resolution of 'Red-Eyes Soul'.
For going second, 'Evenly Matched' is very useful. 'Bystial Magnahamut' is excellent going second, use it on the opponent's turn to add 'The Black Stone of Legend' to hand at the end of the opponent's turn and also get a Monster onto the field before your own turn.
For some back row destruction 'Dark Armed, The Dragon of Annihilation' can target and destroy front or back row, for the cost of banishing a card in your Graveyard. The effect can be used twice in one turn. 'Harpies Feather Duster' also helps. Consider cards in the Side Deck when facing spell and trap heavy decks.
Red-Eyes Black Dragon is a metaphor about the power of potential. This deck can be enjoyable to play and has a slight competitive edge. I would gauge its power at Tier 3. Some may even consider it Rogue.

Authors Notes: This is a competitive build for a suboptimal archetype intended for casual play. The Red-Eyes archetype is extremely weak. I do not recommend this deck or any other build of pure Red-Eyes for competitive play. You WILL lose the majority of match ups, even in the casual setting.
