My take on a budget pend pile. The obvious swap-outs are Accesscode Talker for Borrelsword, S:P Little Knight for Spheres, and a psy-frame package (3 of PSY-Framegear Delta plus a copy each of PSY-Framegear Gamma and PSY-Framelord Lambda). If you want to keep it even more budget, swap Ty-Phon for The Zombie Vampire or a generic rank 4 ( Tornado Dragon or Time Thief Redoer are probably best.) Also could swap something out for Accel Synchro Stardust Dragon but that's only if you want an easy-to-make Baronne before you start your Dracoslayer setups.
Maindeck is the Superheavy Package, Dracoslayer core (plus Amorphage stuff for extension and Greed plays going first), and a semi-standard handtrap lineup. Ghost Belle & Haunted Mansion is a meta call, as it hits Fire King, Labyrnth, and Mannadium pretty effectively. Could be swapped for maindeck Droll at your preference. Swap-ins include Secret Village of the Spellcasters for a copy of Dinomight since you can consistently access at least 1 field spell with Majesty Pegasus. Kashtira Fenrir is an option, but the maindeck is tight on space as is, and the one extra interruption or slightly quicker Baronne isn't great. And if you can afford it, Sky Iris setups fundamentally change the deck, giving you access to OTK power and better endboard interruptions with Odd-Eyes Revolution Dragon. There's also a build that aims to turbo out Amorphactor Pain, the Imagination Dracoverlord with Majesty Pegasus to search out Amorphous Persona, but that's a different deck in some ways, and having fewer handtraps is a death sentence in the current format. If you are going for that build then definitely swap Ty-Phon with Zombie Vampire for an easy out to the lock that'll help you make further plays on turn 3.
The extra is pretty standard, going off of other lists with some meta-dependent choices. The ideal end board is usually 2-3 negate sources, Zealantis or Beyond, and a hand trap or two. Obviously, the Odd-Eyes Revolution Dragon version of the deck can do more, don't expect the same power from this build, your board will be more control-oriented.
For the side, Ghost Ogre is mainly there for Fire King (you want to pop Fire King Island after the first activation), so that could be swapped out with Anti-Spell Fragrance depending on the meta. Zombie World (searchable off of Majesty Pegasus) and Shifter are matchup-dependent but mainly there for the FK matchup and the increase in Tearlaments. Droll and Nibiru are generically good and could be swapped out with a board breaker of your choice ( think Dark Ruler No More or Forbidden Droplet ). Greed helps against certain decks going first, permitted you can fully set up, but isn't great against decks like Fire King and Labyrnth. Scarlight is the best time card for the deck, in my experience. Veiler is a worse Infinite Impermanence, but with the Superheavy engine, it's a bit better to not brick half your hand before you can even play in the event you're going second. Kaiju's are also viable outside of a graveyard-focused Meta. Lava Golem and co. are good in the event Centur-Ion and Purrely pop back up but don't worry too much about them for the current format. Bystials just don't do enough, and your maindeck is already tight, would not recommend.
