I'll update this for realsies later
Strategy:
For starters, the main strategy is to dump as many Lv.1's as possible on the board early to go into F0:Utopic Draco Future.
If you brick, then attempt to churn through the deck Magical Mallet or Card Destruction while leveraging the defensive cards to set up a board with more favorable conditions.
Sometimes though, you will get lucky and draw into some cards that facilitate the deck's gimmicks (Number 99: Utopia Dragonar, AA-Zeus, etc.)
Most Notable Lv.1 monsters:
Jester Confit, Turbo Booster, and Big One Warrior are free (for the most part) special summons.
Kinka-byo is basically the only monster you want to normal summon if you have to.
Evil Thorn can be a great extender alongside Kinka-byo; and also a uniquely optimal One for One target.
Treeborn Frog is Treeborn Frog; dump it in the GY with either foolish burial or Big One Warrior.
Boss Monsters:
'Number 99: Utopic Dragon': another significant beater. First summon Utopia Roots then use a Rank-up-magic to bring this guy.
'Number 99: Utopia Dragonar' + 'Number 38: Hope Harbinger Dragon Titanic Galaxy'/'Number 97: Draglubion'/'Number 92: Heart-Earth Dragon': Great little combo with the Hyper Rank up magic that works going first or second depending on summoning line.
'F0: Utopic Draco Future': This is a retrain of the original F0 and is not reliant on a Rank-up-magic; this is brought out with the two Slacker Magician XYZs, next summon F0:Utopic Future, lastly bring out F0:Utopic Draco Future.
'Number 100: Numeron Dragon': Finisher XYZ, akin to Borrelsword with the damage it is capable of.
'Divine Arsenal AA-ZEUS - Sky Thunder': This guy is just mean. If you swarm the board, go into the Lyralusc XYZ, and then attack directly to satisfy the conditions to bring out AA-Zeus.
Categorizing the Main Deck:

Categorizing the Extra Deck:

Rank 1 # XYZ + ‘Rank-up Magic’ Targets: start with 1x No. 39 Utopia Roots, finish with 1x No.99: Utopia Dragonar + 1x No.99: Utopic Dragon
Generic Rank 1 XYZ: Start with two of the following (1x Slacker Magician, 1x Ghostrick Dullahan, 1x Sylvan Princess), go into 1x F0: Utopic Future, finish with 1x F0: Utopic Draco Future
5 Materials on Field: start with 1x Assembled Nightingale, finish with 1x AA-Zeus
Notes:
- A combo line that exists in the sideboard and represents a decent finisher is as following: Summon "Number 97: Draglubion" with "Number 99: Utopic Dragonar", and use "Hyper-Rank-Up-Magic Utopiforce's" Graveyard effect to attach it to "Draglubion". Then, you can use "Draglubion's" effect to summon "Number 100: Numeron Dragon". "Numeron Dragon's" effect will result in it having 21,000 ATK.
- I plan to eventually add in a more robust 'combos' section
- I will modify the deck/extra deck/side deck over time into a more refined form
Any suggestions, constructive or otherwise, are appreciated
