New to YuGiOh, help building a deck using cards from Ghosts From the Past 2nd Haunting

Hi, as title says, I am new to YuGiOh, I bought a display box of Ghosts From the Past 2nd Haunting and got some pretty awesome lookin cards and was wondering if it is possible to build a deck using only cards from the set or majority of a deck with the set. I asked my local shop and they said I could maybe build a despia deck, not sure what that means but sounds interesting. Is it beginner friendly and if not, is it something I can learn by practice and eventually join my local shops tournaments with? I want to have a deck with no banned cards in it so I can someday join a tournament. Thanks!
