Ursarctic's strength is in the quick effect of the special summon monster level 8 to counter the enemy.
You can take out a black bear robot for aggressive play or a white bear robot to lock up Link/Xyz monsters in one turn. This deck is slow, but can play counter play when it is the enemy's turn.
You can summon the little white bear with Ursarctic (tribute cost can be substitued by the field spell or the normal spell card) or deep sea diva. As long as the little white bear comes out, the offensive combo will come out.
The rest I put deep sea for the engine and Atlantean for a little aggressive seasoning and tribute fodder. Guitar Gurnards is quite a card for cheese play and a little control.
Battle Tuned is a card that can save monsters or play aggressively and even OTK.
