Vague Strategy:
Mainly, the strategy is to dump as many Lv.1's as possible on the board early to go into Dystopia, Number 99: Utopic Dragon, F0:Utopic Draco Future, etc.
If you brick, then attempt to churn through the deck Magical Mallet, Magical Merchant, or Card Destruction. If not, race to set up a board with more favorable conditions.
Lastly, if you want to make the deck slightly more optimized, sub out the effect veilers and one magical mallet for the three infinite impermanence.
Notable Lv.1 monsters:
Jester Confit, Turbo Booster, and Big One Warrior are free (for the most part) special summons.
Kinka-byo is basically the only monster you want to normal summon if you have to.
Evil Thorn can be a great extender alongside Kinka-byo; and also a uniquely optimal One for One target.
Treeborn Frog is Treeborn Frog; dump it in the GY with either foolish burial or Big One Warrior.
Boss Monsters:
Dystopia the Despondent - A big beater, not that difficult to summon with the board swarm.
Number 99: Utopic Dragon - Another big beater, only this one is reliant on any Rank-up-magic. First summon Utopia Roots then use the Rank-up-magic to bring out Number 99.
F0:Utopic Draco Future - This is a retrain of the original F0 and is not reliant on a Rank-up-magic; this is brought out with the two Slacker Magician XYZs, next summon F0:Utopic Future, lastly bring out F0:Utopic Draco Future.
Full Armored Crystal Zero Lancer - This is more of a support piece for shutting down effect monsters as it is reliant on Rank-up-magic The Seventh; use that to summon Regular Number 101, then C101, the summon Full Armored Crystal Zero Lancer on top of C101.
