Should I add a description here? Just use Magellanica, the Deep Sea City , Sea Stealth Attack , and Tornado Wall , and monsters rotate around them.

Also, use Gameciel, the Sea Turtle Kaiju to tribute your opponent's monsters especially those you cannot destroy by battle or card effects.

Next, I added Ash Blossom & Joyous Spring to counter stuff.

Then, you can utilize various cards available in the side deck.

Lastly, use your level 3 and 4 monsters to rank up to various rank 3 or 4 Xyz monsters available in the extra deck.

That's all. It's kind of the same thing with my Competitve Penguins deck. I just don't know if there are new WATER attribute monsters that are essential to this deck. If there are, comment down below.
