Seeing new gen players read El Shaddoll Construct is hilarious. No, neither effect is once per turn.
Ratios are pretty solved at this point. I've seen some people cut Falco but I like it for the grind. I play Genius in case I lose the die roll. The deck is pretty good going second anyway, with Shaddoll Fusion and Lev Shaddoll dump N'tss to break boards. You only need 1 of each Spell/Trap because of how searchable and recyclable they are (3 Fusion is just for going second but you could play only 1 and side the other 2 if you want). Cartesia + Fusion Deployment is standard, another way to fuse. Be careful though, you can't make Apkallone or fusion Wendi with her, as they are Level 6.
The Wake Cup cards are insane for this deck. Kuro adds Wendi and both it and Earl discard names for effect which triggers them. Earl also lets you reset your names in End Phase and potentially can be used to break boards with it and fusion Wendi. The hand traps are mainly for the Attributes, a LIGHT for Construct or an extra EARTH for Mesh in case you can't get to main deck Grysta. Sol and Luna is the MVP, especially if you're forced to make a half board.
Extra Deck is 3 Construct and 3 Mesh because they are your whole game plan. 2 Apkallone, 1 to dump off Lev and 1 to summon on your opponent's turn. I play 2 Shek and 2 Wendi in the Extra Deck because Fairy Tail Luna is an annoying card otherwise. Granguignol for Fusion Deployment and N'tss/Garura for Lev dumps if you already have combo. You can technically make Granguignol to dump an Extra Deck name, but that means you can't use Lev OR Grysta that turn, so it's rarely worth it.
The Side Deck is really whatever. It could definitely use some work. Either Kumungous (EARTH) or Thunder King (LIGHT) is fine because you need a Kaiju, Chaos Hunter is theoretically to counter Shifter (it hasn't come up for me), and the rest is generic good stuff.
