Pretty straightforward. A perfect hand would mean that you drew at least one buster whelp and one buster blader. Normal summon the whelp, get a dragon buster destruction sword to your hand, special summon your buster blader using whelp's first effect, attach the destruction sword, special summon the destruction sword, synchro summon into a buster dragon, and finally use buster dragon's effect to resummon buster blader from the GY. At the start of your opponents turn, use buster dragon's other effect to reattach the destruction sword card to your buster blader, barring your opponent from summoning from the extra deck.
Once you have this field, you just build off of it. Maybe fusion summon your dragon destroyer swordsman, or use red resonator to give you some extra life points while summoning a powerful dragon archfiend, or use yours and/or your opponents monster to super poly into a five headed dragon. But that's just extra spice. The deck is built around getting that ideal field in which I explained in the first paragraph as quickly as possible--the rest comes later.
