Evil Eye is absolutely fantastic with the new support. It can put up multiple interruptions from a single card as well as huge towers. The new support completely changes the deck and makes it far better than it was previously. This build doesn't play Pot of Prosperity intentionally for budget reasons, but if you own a playset or are able to afford it, it is fantastic in this deck. The other thing to consider is a small kshatri-la package (3x Kshatri-La Fenrir and 1x Kshatri-La Berth). The kshatri-la package is great, it's a free searchable banish that also serves as material for your D/D/D Deviser King Deus Machinex plays and can help you extend into your links, but it will most likely cost a fortune and thus isn't fit for a budget build. Furthermore, it isn't essential, and is just a nice addition to an already complete deck.
Top priority is getting Serziel, Watcher of the Evil Eye out, you can do this with either Evil Eye Domain - Pareidolia, Terraforming (to search Pareidolia) or Evil Eye Retribution. However, through the retribution method (send serziel + Basiltrice, Familiar of the Evil Eye, add Evil Eye Awakening then activate it to ss Serziel) you do not get his search effect, but you can still extend into Gorgon, Empress of the Evil Eyed by then activating Basiltrice from the GY, the usefulness of this play is predicated on you having either another searcher for Evil Eye of Selene or Selene itself in your hand. After normal summoning serziel, send Evil Eye of Gorgoneio and Basiltrice to search Selene, chain Basiltrice in the GY to special summon it, then banish Gorgoneio and discard Selene to search either Evil Eye Retribution, Evil Eye Defeat or Gorgoneio. Make Gorgon, chain retribution in the GY to equip Selene to Gorgon, then set all your interruptions/equip gorgoneio. If you had a Basilius, Familiar of the Evil Eye in hand, or an uneeded Pareidolia to search for one, you should make Gorgon without Basiltrice so that you can gain an additional interruption off of Basilius's quick effect that allows you to link summon on your opponents turn. Usually you make Zerrziel, Ruler of the Evil Eyed off of this.
Be careful with how many equip spells you use. Although it is very fun to make a 20k+ Zerrziel, you're just going to burn yourself to death (this is bad). You do not need a 20k zerziell that can attack twice, and ultimately you're just weakening your position by spamming equip spells on a single target with a compulsory effect.
