Floo is the "budget" option in this current "Tear 0" format and for good reason. It's one of the easiest control decks to pick up since all you'll be doing is normal summoning a bunch of birds and locking your opponent from special summoning anything using Barrier Statue of the Stormwinds. The main deck at the lowest rarity and using alternatives is worth around $40-50. This is in comparison to Tearlament where you basically have to pull a Left Arm Offering to even get it.
When building a Floowandereeze deck, you have options to make the deck vary from other builds, like in DistantCoder's build where he plays the Dogmatika engine. If you have leftover money, you can replace Jack in the Hand with Advent. You generally don't have to care much about building your extra deck since most of the time you're not special summoning at all and it's really only used by Pot of Prosperity or in this case, Pot of Extravagance.
The side deck in this build could literally be anything. If you don't have any of the cards in the extra deck that every other deck is playing (i.e. Kitkallos, Toadally Awesome, etc.) you can replace Ghost Reaper with Infinite Impermanence or Dark Ruler No More.
