I took top 16 at the April 19th Remote Duel Regional with this (bad) decklist. Ideally you lose the dice roll, win going second and then pick to go second. They will 99% of the time side to go second and go first with charmies in hand while you have handtraps and breakers.
The changes I would make:
No dogwood, you're not going into time. I was scared of maliss lifepoint gain time codidtion, but my Maliss matchups were quick games.
Drop Raiho/Ice Barrier package or move Raiho to the side.
Gameceil in the main. That card was so good in testing but I didn't have one.
Coelacanth/pike? I didn't have any good non-pike fish targets on hand so I didn't run the fish. Under droll you do posseidra and send shadow squad.
Drop the second minstrel or the lancea dragon for a Silent Honor Ark? It can trigger dragoons.
